Project Description

This impact evaluation was conducted to assess the transformative effects of structural land governance reforms in Punjab, Pakistan, focusing on the Biometric Verification System (BVS), land record digitization, and specialized service center initiatives. Historically, complex and paper-based land administration systems have inadvertently created barriers for vulnerable demographics. This study specifically examines how moving to digital platforms and enforcing biometric checks alters women’s inheritance rights, their physical and legal access to land, and their broader socioeconomic empowerment.

The research framework goes beyond simple administrative tracking to explore how these technological interventions impact the functioning of rural and urban land markets. It evaluates whether digitization reduces bureaucratic friction for women seeking land services, or if underlying social structures still present hurdles. A critical component of the evaluation is analyzing the direct role of biometric verification—determining if it serves as a secure safeguard against fraudulent transfers or if it introduces accessibility challenges for female landowners.

By mapping the entire service delivery pipeline, the study identifies both the positive outcomes and any unintended consequences of the reforms, such as tech-related exclusion or shifting forms of gatekeeping. Ultimately, this evaluation provides a robust, data-driven foundation designed to inform future provincial policy, refine institutional workflows, and ensure that digital land governance serves as an equitable tool for female empowerment and legal security across Punjab.

Services Provided

For this extensive evaluation across Punjab, Versatile Consultants deployed a large-scale data collection framework designed to handle complex institutional variables. The engagement commenced with the competitive recruitment of a highly qualified team of professionals, specifically selecting individuals with the background necessary to handle detailed legal and land-tenure terminologies during respondent interactions.

To ensure absolute alignment with the project’s sensitive objectives, we hosted a centralized training program for the field staff. This training standardized the delivery of the telephonic survey, preparing the team to interview landowners across diverse districts uniformly. As part of the preparatory phase, our senior consultants actively collaborated with the client to refine and finalize the data collection tools while designing comprehensive, context-specific training manuals.

The scale of this operation required significant human resource deployment; Versatile Consultants executed the telephonic survey by mobilizing a dedicated team of 35 skilled enumerators, structurally managed on the floor by 3 experienced field coordinators.

To maintain strict oversight over this large team, we engineered a custom, meticulously designed tracking sheet and an automated data dashboard. This setup enabled our project managers to conduct real-time monitoring of all incoming data points. By reviewing submissions as they were uploaded, we ensured instant quality assurance, verified biometric-related response patterns immediately, and maintained an uncompromised standard of data integrity throughout the lifecycle of the evaluation.
