This study was a landmark initiative aimed at capturing the sentiments, expectations, and concerns of the residents living in the newly merged districts of the former Federally Administered Tribal Areas (FATA) following their integration into the Khyber Pakhtunkhwa (KPK) province. Given the historical and geopolitical significance of this merger, understanding the localized impact on public life, governance, and identity was essential for inclusive policymaking.

Our research team conducted an extensive, region-wide survey, reaching out to diverse demographics across all the newly merged districts. The goal was to provide a granular understanding of how this administrative transition was being perceived on the ground—measuring community opinions on legal reforms, development initiatives, and the overall social and political climate under the new provincial framework.

This project was defined by its highly collaborative nature; we worked in close partnership with the United Nations Development Programme (UNDP) team throughout the study’s lifecycle. Beyond just data collection, our role encompassed the entire analytical pipeline, including the systematic tabulation of raw responses and the synthesis of these findings into a comprehensive final report. By leveraging the expertise of our field teams and the technical guidance of the UNDP, we were able to deliver an evidence-based document that provided stakeholders and policymakers with a clear, honest representation of public opinion, ultimately helping to bridge the gap between administrative policy and the needs of the residents in the merged districts.

Description of Services Provided

For this high-stakes project regarding the FATA-KPK merger, Versatile Consultants established a robust, field-intensive operation capable of navigating diverse and challenging regional dynamics. Our service delivery was structured to prioritize both breadth of coverage and depth of insight, ensuring that we captured the nuanced voices of residents across every newly merged district.

We deployed a specialized, high-impact organizational model, fielding a three-member survey team in each district. This team was composed of one seasoned Field Supervisor and two skilled Enumerators, a structure that ensured consistent oversight, localized logistics management, and accurate data gathering. The team traveled extensively throughout the target areas, conducting direct household interviews that formed the bedrock of our primary dataset.

Recognizing that administrative changes of this magnitude require more than just statistical data, we augmented our quantitative research with extensive qualitative engagement. We facilitated detailed interviews with key informants—including community leaders and local stakeholders—and conducted multiple Focus Group Discussions (FGDs). These sessions provided the contextual “why” behind the raw survey numbers, offering a richer narrative on public sentiment.

Our service culminated in the comprehensive processing of this data. We handled the entire lifecycle, from systematic tabulation to the synthesis of findings. By working in close coordination with the UNDP team, we integrated our field insights with international best practices to develop a high-quality final report. This document served as a clear, evidence-based roadmap for policymakers, demonstrating Versatile Consultants’ commitment to rigorous field research and analytical excellence.
