Project Description
This project focused on a rigorous follow-up evaluation to assess the critical factors influencing girls’ education outcomes and empowerment in selected districts of Khyber Pakhtunkhwa (KP). Working in environments where geographical and social barriers often limit educational access, the study specifically evaluated the targeting quality of Parents and Teachers Committees (PTCs) in accurately identifying eligible girls for transport interventions. By analyzing data collected during the initial baseline survey, this evaluation aimed to determine whether resources were effectively directed toward the most vulnerable demographics.
The core of the impact evaluation examined how the provision of safe transport intersects with key pillars of development: physical accessibility, financial affordability, and prevailing social norms. Our research model was structured to understand not just the logistical success of the intervention, but its broader transformative effects on girls’ autonomy, safety, and long-term academic retention.
To achieve this, the study was executed in two distinct, sequential phases using an integrated telephonic methodology. The first phase involved a comprehensive pre-intervention survey targeting both households and transport drivers to establish a clear operational and social baseline. The second phase shifted toward rapid-appraisal monitoring, surveying households alongside head teachers and PTC heads to capture real-time, field-level feedback on school operations and community dynamics. This dual-phase approach provided our client with a holistic, data-driven understanding of how safe mobility directly shapes educational equity and female empowerment across the region.
Services Provided
For this critical evaluation in Khyber Pakhtunkhwa, Versatile Consultants delivered an end-to-end operational and data management framework. Our services began with the strategic recruitment of a specialized field team consisting of ten experienced, well-qualified enumerators led by a dedicated field coordinator from within KP. Utilizing local personnel ensured not only regional language proficiency but also a deep understanding of local cultural contexts, which significantly improved response rates and data quality during the interviews.
Our technical contribution extended into the preparatory phase, where we actively collaborated on tool finalization and designed comprehensive training materials. We then conducted rigorous, structured training sessions for the field staff, optimizing their ability to execute Computer-Assisted Telephone Interviewing (CATI) protocols flawlessly. This training specifically prepared them to navigate nuanced conversations regarding social norms and accessibility with parents, teachers, and transport drivers across the selected districts.
To guarantee complete accountability, Versatile Consultants engineered a custom tracking sheet and a dynamic monitoring dashboard. This system enabled our management team to perform real-time monitoring of all incoming field data, ensuring instant validation, tracking team progress, and allowing for immediate course corrections. Through this blend of specialized local staffing, strict quality control, and robust digital tracking, we delivered a precise and highly reliable dataset to the client.
