Project Description

This project was a comprehensive evaluation study designed to assess the effectiveness and long-term impact of technical and vocational skills development programs implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The evaluation targeted selected districts within the Khyber Pakhtunkhwa (KP) province, focusing on two distinct beneficiary groups: local community members who received livelihood and technical training, and government officials who underwent institutional capacity-building workshops.

The primary objective of the study was to determine whether GIZ’s training interventions successfully bridged the existing skills gap, enhanced local governance capabilities, and boosted community-level employment opportunities. By examining the alignment between the training provided and the practical, day-to-day demands faced by both public servants and community workers, the research aimed to measure the overall return on investment for these development initiatives.

The study followed a structured operational framework to ensure data integrity across diverse and geographically challenging districts. Our research team handled the full lifecycle of the assessment, transforming raw field metrics into structural insights. After the initial field data was collected, it underwent a rigorous process of digitization and systematic tabulation to minimize administrative errors. Working with these verified datasets, our team developed a comprehensive final report that mapped out the successes, structural bottlenecks, and actionable recommendations for future capacity-building frameworks, providing GIZ with the empirical evidence needed to guide their strategic planning in the region.

Description of Services Provided

For this GIZ-led skills assessment in Khyber Pakhtunkhwa, Versatile Consultants provided a full-spectrum data lifecycle management service, ensuring that every stage—from the initial field collection to final statistical reporting—met the highest standards of research quality. Our technical role began with the design of a robust, custom database in CSPro, tailored specifically to handle the complexities of the training feedback and capacity-building metrics.

Our field operations were marked by an emphasis on meticulous data management. We mobilized our field teams to conduct primary data collection, where they were responsible for both community-level interviews and engagement with government officials. Following the fieldwork, we conducted intensive data entry, ensuring that all physical forms were accurately digitized into our CSPro system. To maintain the integrity of our dataset, we performed rigorous data coding and cleaning, systematically resolving inconsistencies to ensure the reliability of the final analysis.

Once the dataset was verified and cleaned, our analysts utilized SPSS to conduct in-depth statistical testing, examining the correlation between training inputs and practical output metrics. To make these complex findings digestible for GIZ stakeholders, we transformed the raw statistical output into professional graphical representations, generating clear, actionable charts and visual data summaries. By managing this entire workflow internally, Versatile Consultants provided the client with a cohesive, ready-to-use final report that clearly outlined the impact of their interventions in KP.
